Slovenia cannabis for limited personal use bill in EU TRIS

Original case

On 30 July 2025, Slovenia notified the European Commission through the EU TRIS system (Notification 2025/0415/SI) of a draft law titled “Cannabis for Limited Personal Use Act”.


According to the notification text, the draft would allow an adult resident in Slovenia to grow up to four cannabis plants for personal use (with a six plant limit if several people cultivate in a household). It would also set possession limits, including up to 7 grams of dried cannabis in public and up to 150 grams at the address of permanent residence, plus separate limits for resin, extracts and other preparations. The bill would also allow adults to give away the permitted quantities to another person free of charge.


The notification also describes proposed rules on minors’ protection and road traffic, including a THC threshold in blood and a penalty scale. It also introduces a prohibition for employers to test employees’ THC content in the context of regular employee health checks.

What happened next

NordAN submitted a written contribution to the European Commission under the TRIS procedure on 29 September 2025, asking the Commission to issue comments under Directive (EU) 2015/1535 and to invite Slovenia to reconsider or substantially amend the draft. NordAN highlighted concerns related to EU law alignment (including EU criminal law coordination), cross border spillover risks, public health protections, workplace safety, road safety and international drug control obligations.

During the TRIS process, the Commission published a formal standstill timeline for the notification. The initial standstill end date was 3 November 2025, and the TRIS record shows it was later extended to 2 February 2026 because the European Commission issued a detailed opinion.


The Commission also issued a request for supplementary information on 18 September 2025, with a requested reply by 1 October 2025. Slovenia’s reply is recorded as 22 September 2025 in the disclosed messages list for the notification.


As of the TRIS page status visible now, the platform is not accepting further stakeholder contributions for this notification (because of the notification status or the end of the standstill).
